National Higher Secondary Education Campaign (RUSA), the funds received from the Center for Uttarakhand are not being spent on time.

There is lack of facilities in the universities and colleges of the state. But on the other hand, the reality is that under the National Higher Secondary Education Campaign (RUSA), the funds received from the Center for Uttarakhand are not being spent on time. Due to this, the next installment of approved funds from the center is not available. According to the Minister of State for Higher Education, Dr. Dhan Singh Rawat, the Central Government has sought time till March 2022 to complete the work of phase one and two under RUSA.

Under the National Higher Education Campaign, many works including construction, computers, model colleges, necessary facilities were to be done. For this, an amount of more than 161 crores was sanctioned in Phase I. With this, the state colleges Ramnagar, Manila, Gopeshwar, Narayanbagad and Uttarkashi were to be built as model colleges, as well as new construction, four-floor buildings, elevators, labs at Doon University.

Whereas Sridevasuman University, Kumaon University and Sanskrit University also had to do many things including mobilization of facilities. Phase II works were to be completed by March 2021 in all colleges and universities, but the work is not being completed on time. In view of this, an additional time of one year has been sought from the Central Government for these works.

This is the situation:
Phase work is going on before 2015 under RUSA. An amount of 298 crores has been approved for the first and second phase. Under the scheme, 90 percent of the sanctioned amount is given by the Center and ten percent by the state government. Out of the sanctioned amount, 190 crores were released which are yet to be spent.

Work affected due to Corona period:
Department officials say work was affected this year due to Konona. Colleges are opening now, but snow has started falling in the mountainous areas. In such a situation, construction work will not be possible. Officials say that the state of Uttarakhand is better than other states regarding work under RUSA.

An additional one-year time has been sought from the central government for work under RUSA. By 2022 all works under Phase One and Two will be completed.
