In the meeting, outlay of District Plan Champawat for the year 2023-24 totaling 54 crore 1 lakh 87 thousand was approved. In order to develop Champawat district as a model district, under the district plan of 2023-24, additional funds have been approved in various departments for carrying out many innovative works in the district, in which the Animal Husbandry Department has been given the opportunity to develop Goat Valley in the district, To increase the income of the farmers, the agriculture department will send them to different states and tour them along with technical training related to agriculture.
In-charge minister Rekha Arya said that training programs for farmers will be conducted in 10 villages of the district in a year with the help of scientists of Krishi Vigyan Kendra. To increase silence in the district, silence boxes will be distributed as well as training will be given and polyhouses will also be prepared. Solar plants will be set up to increase solar energy in the district. Along with this, the outlay of the budget has been increased in departmental schemes to the Department of Pharmaceuticals for the development of herbs, to the Fisheries Department for the promotion of fisheries. For the first time in the district, an amount of 8.5 lakh will be given to the department for plantation of silkworm rearing. In order to increase self-employment in the district, the budget of departments like Fisheries, Pharmaceuticals, Herbs, Agriculture Industries, Herbs has been increased.
On the other hand, the Agriculture Department was increased to 177.00 lakhs in the year 2023-24 as against 73.00 lakhs approved in the last year 2022-23. Similarly, last year, Horticulture Department has 345.77 lakhs against 252.00 lakhs, Pharmaceuticals 25.00 lakhs against 9.30 lakhs, Animal Husbandry 239.28 lakhs against 101.25 lakhs, Fisheries 125.42 lakhs against 66.00 lakhs, Forestry 66.00 lakhs against 29.50 lakhs. 47.00 lakhs against 23.50 lakhs of cooperative, 100.00 lakhs against 28.00 lakhs of UREDA, 270.00 lakhs against 131.52 lakhs of tourism/adventure department.
In the meeting, the in-charge minister informed that this year there has been an increase of 26 percent in the amount of the district plan. In order to develop the district as a model district, in addition to promoting self-employment oriented schemes, such schemes have been kept in the departments. Which will be completed in 2 years and which will not increase unnecessary budget. He told that in the three meetings of Adarsh Champawat, the Honorable Chief Minister has also instructed that the budget provision should be increased in the areas of agriculture, industry etc. to increase self-employment projects. The outlay has been increased on this basis.
In the meeting, the minister in-charge of the district said that it is the intention of the government that the departments under the district plan get the budget on time and the expenditure is done on time and the benefits of the schemes reach the common people on time. For this purpose, plans are being approved by holding this meeting today at the appointed time. He said that the responsibility of the public representatives is as much as that of the officers that all the proposals should be of public use, reality and practicality. He said that everyone will have to work together to make district Champawat an ideal district, so all the departments will make sure to spend the funds on time by making full use of them. Where is the main objective of approving the district plan on time and the intention of the government? It is important that the departments get the budget on time and the funds are spent on time so that the public gets proper benefit of the scheme. He said that it is the responsibility of all the departments to spend the funds on time so that the public can get 100 percent benefit.
Also, in the meeting, the people’s representatives presented the construction of Anganwadi center in Banbasa area and the problem of lights and toilets in Anganwadi centers in front of Minister Rekha Arya. On which Minister Rekha Arya instructed the District Magistrate to make the proposal available to the directorate by May 15 for electrification and arrangement of toilets in Anganwadi centers. Also said that after meeting and talking to all the people’s representatives, the proposal will be made only after receiving the proposal from them. Even if no plan is required, then they should be changed and instructions were given to the District Magistrate to get their approval in 15 days.
