10 lakh women will become disaster Sakhi after disaster management training, Chief Secretary gave instructions

Chief Secretary Radha Raturi has given instructions to train more than 10 lakh women associated with more than 65,000 women self-help groups in disaster management. Naming these trained women as disaster Sakhi, instructions have been given to take their help in relief and rescue operations at village and tehsil level during disasters. Similarly, taking information and data of ex-servicemen living in all districts from Sainik Welfare Department, instructions have been given to train them in disaster management and take their help at local level during disasters. Chief Secretary gave these instructions in a meeting to review the implementation of Sendai (Japan) framework on disaster risk reduction in the state in the Secretariat. CS has instructed the Disaster Management Department to immediately conduct training programs for master trainers for risk assessment in disaster affected areas and villages. Displeasure has been expressed over the laxity in making action plan of insurance scheme in disaster risk reduction. He clarified that in the disaster sensitive state of Uttarakhand, people, especially the needy, can get great help from the insurance scheme. He has instructed the department to seriously consider this matter and take effective initiatives.

Prepare Uttarakhand-centric disaster management model
CS has asked to prepare a state-centric disaster management model keeping in mind the special circumstances of Uttarakhand instead of adopting the model of other countries and states in the field of disaster management. He said that instead of adopting the model of other countries and states in the field of disaster management, a state-based disaster management model should be prepared keeping in mind the special circumstances of Uttarakhand. The Disaster Management Department was instructed to include the suggestions of NGOs, civil society, social organizations and private experts while preparing the Uttarakhand framework to deal with and prevent disasters.

Instructions to include disaster management in the curriculum
CS has instructed to include disaster management in the curriculum of students from the primary school level. Expressed concern over heavy construction work in the state. CS asked to clarify the status of the action plan for rehabilitation in the villages marked in view of high disaster risk. Apart from this, information was sought about the data of people dying due to disaster every year in the state. Secretary Disaster Management Vinod Kumar Suman said that an amount of Rs 20 crore has been spent this year. CS has instructed the District Magistrates to do disaster risk assessment of all the villages. Chief Secretary has instructed the Panchayati Raj Department to include disaster risk assessment of villages in the GPDP plan. Concern was expressed over the highest number of deaths in road accidents under disasters in the state. He has instructed to adopt innovative efforts like installing crush barriers, especially bamboo crush barriers. Chief Secretary said that Uttarakhand is the first state where IRS system is going to be activated at the state, district, tehsil, panchayat level. Officials of Home, Irrigation, Forest etc. departments were present in the meeting.
