A case has been registered against four people, including the former private secretary of the Chief Minister, who defrauded crores of rupees in the name of getting online tenders. The accused are accused of defrauding a businessman of Rs 55 lakh. In this case, a case has also been registered against a businessman and former BJP leader from Patiala (Punjab). Two cases have already been registered against PC Upadhyay, Saurabh Sharma and others in this case. Complainant Deepmani Swarnakar, resident of Pratap Nagar, Jaipur Rajasthan, filed a complaint that he owns Aarav Buildcon company and does construction work. He was acquainted with Ankit Mishra resident of Santoshpur Pilkhana district Etawah UP and he had made him meet Jolly Grant resident of Saurabh Sharma in Dehradun.
Ankit Mishra told that Saurabh Sharma is working in the Chief Minister’s Office and he gets government tenders. Believing Ankit’s words, the victim met Saurabh Sharma and Prakash Chandra Upadhyay resident of Subhash Road in Sahastradhara in February 2020. Saurabh told that PC Upadhyay is the personal secretary of the Chief Minister.
Saurabh Sharma told in front of PC Upadhyay that there is work worth five thousand crore rupees for the Tourism Department and Sports Department in Uttarakhand, in which PC Upadhyay has the right to make tenders worth up to five crore rupees offline. The complainant told that Saurabh asked for Rs 2 lakh each to get the registration done in both the departments. On March 12, 2020, he again met Saurabh Sharma and PC Upadhyay in a hotel on Rajpur Road and got two demand drafts of Rs 4 lakh each made for registration in both the departments. On August 16, 2021, the accused held an online meeting and verified the documents and sent the documents to Chimney. Got tenders worth a total of Rs 48.75 crore, including Rs 2 crore 10 lakh for paint, Rs 4 lakh 90 thousand for paint and showed all the papers. The accused took a total of Rs 55 lakh in cash in the name of purchasing tender, technical bid, financial bid etc. Meanwhile, he went to the Secretariat several times and met PC Upadhyay.
Gift given to SK Dev on wife’s birthday
The victim told that on November 1, 2020, on the birthday of Saurabh’s wife Nandani, Saurabh and PC Upadhyay introduced him to Sanjeev Kumar alias SK Dev, resident of SST Nagar, Patiala, Punjab and his son Hardik Dev. The accused told that this is a member of BJP from Punjab Patiala. Is the Chairman. He has a good hold on the Chief Minister. They also have to take cooperation in the tender, hence they have to be given a gift, hence they got five lakh rupees in cash. In the year 2022, the complainant came to know that the accused had defrauded him.
SSP Ajay Singh said that a case has been registered against PC Upadhyay, Saurabh Vats, Ankit Mishra and SK Dev in this case.
