Government’s steps on the roadmap of strong Uttarakhand, seal on the suggestions received in the meditation camp

The government has taken steps towards including Uttarakhand in the leading states of the country by the year 2025. The cabinet has approved the implementation of 25 suggestions received during the two-day brainstorming camp held in Mussoorie last month to strengthen Uttarakhand. The concerned departments have been given time of one to three months to present the action plan on these suggestions.
Chief Minister Pushkar Singh Dhami has been authorized to approve these action plans. Now there will be no need to put them before the cabinet again. The main focus of the state government is on completion of 25 years of state formation i.e. by the year 2025, to include Uttarakhand in the leading states of the country.

For this, Chintan Shivir was organized in Mussoorie from 22nd to 24th November last month. After brainstorming for three days, 25 points related to various departments were identified which can be helpful in the all-round development of the state. These points were presented before the cabinet on Tuesday. The cabinet gave in-principle consent to implement them in the state.

Committee will be formed under the chairmanship of Chief Secretary for allotment of plots:
The cabinet decided that according to the condition of the land in the state, it would be put to good use. Warehouses, veterinary hospitals, mandis etc. built within the cities can be shifted outside. A recommendation committee will be formed under the chairmanship of the Chief Secretary for allotment of land inside and outside the city.
In this, apart from secretary planning and secretary finance, secretary of the department seeking land, secretary of the land owning department and secretary of the revenue department will be included. Its final approval will be from the level of the Chief Minister.

All districts will have to get district plans approved by March:
The Finance Department will fix the budget of the district plan every year and inform all the districts by December 31. It has been made mandatory for all the districts to get the approval of the district plan from January to March. If the plan is not approved by May, 10 percent amount will be deducted. After this the Chief Minister will approve the district plan

100% crash barriers will be installed at identified places in two years:
To strengthen the road safety system in the state, all accident prone places will be identified within three months. Crash barriers will be installed here in the next two years. For this, the budget will be given to the PWD as per the requirement.

The family registry system will be developed:
Family registry will be developed for better integration with the data system of the state. With this, quick action will be taken in all beneficiary schemes and certificate matters.

Training will be given to excellent teachers:
Excellent teachers will be identified to improve the quality of education in the state. These teachers will be trained in major higher educational institutions and universities of the country and abroad including IIMs. Then these master trainers will also train other teachers in the state.

25 percent of roads will be built with green technology:
At least 25 percent of the roads in the state will be constructed with green technology by the year 2025. Re-usable materials will be used in their construction.

Cycle tracks will be made in urban areas:
Cycle tracks will be identified to promote cycling in urban areas. These will be built wherever possible. At the same time, by the year 2025, a charging station will be built every 100 km for electric vehicles.

These are also important points:
A think tank will be set up in the state on the lines of NITI Aayog. For this, in-principle approval for the formation of Uttarakhand bridge
Uttarakhand Investment and Infrastructure Development Board will be formed for monetization of assets and projects in PPP
Housing model will be made to solve the problem of slums in the state. 5000 units will be made in all cities
Flood mitigation plan for all rivers will be prepared
Additional charges will be given to the officers to speed up the works in the local bodies.
– CDO will be designated as supervisory officer for rural as well as urban areas
Libraries equipped with the best technology will be built in schools
School structure will be improved, lab and smart classes will be developed
Coarse grains will be procured through Cooperative and Market Council
Centers of excellence for the promotion of fruits, flowers and vegetables will be set up in major cities.
Single window portal will be developed for all trekking permission
Private aggregator will be appointed for promotion and certification of home stays
Tax will also be levied on resorts located outside the city limits.
– There will be a test to link the user charge with the current inflation rate
– Will consider recovery of user charge along with electricity bills
E-waste policy will be made for electric waste
– Construction of drone training schools in Uttarakhand
Private investment will get in-principle approval in the field of higher education
