Leaving promotion in government services will be costly for any personnel. They will have to lose their seniority. In this regard, the Cabinet has approved the Uttarakhand State Services Promotion Refusal Rules, 2024.
Personnel working in government services posted in easy areas have often been rejecting promotions. Due to this, the entire process of promotion has been affected. Keeping this in mind, the Uttarakhand State Services Promotion Refusal Rules, 2020 were made effective. Some provisions of this rule were not strict. In view of this, on December 22, 2023, the Cabinet decided to implement the same provision as the Center regarding promotion refusal. According to this provision, seniority will have to be lost on promotion refusal for the first time.
In the sequence of this decision, the Cabinet approved the amended rules. The Cabinet approved the amendment rules for determining the eligibility period for promotion to the personal assistant cadre posts under Uttarakhand State Services. The Finance Department issued a government order on February 23, 2024, reorganizing the five-tier cadre structure in the Personal Assistant cadre in government departments. In this, like the Ministerial cadre, a new post of Senior Personal Officer has been included. Keeping this post in mind, necessary amendments have also been made in the rules. Post of Deputy Drug Controller created
Approval was given for the implementation of Uttarakhand Medical Education Department Technician Cadre Service Amendment Rules, 2024 under the Department of Medical Health and Medical Education. The Cabinet has now also approved degree or diploma in OT from institutions registered with the Paramedical Council, or degree or diploma in CSSD for the posts of CSSD. The Cabinet gave the green signal to create the post of Deputy Drug Controller of 7600 grade pay in the Food Safety Drug Administration Department. For this, one of the three headquarters level posts in the departmental structure of the Drug Control Branch has been reduced. This will speed up the raids and enforcement proceedings in the manufacturing and selling units of various medicines.
Three more degrees included in librarian recruitment eligibility
The Cabinet has decided to include graduates as well as diploma holders as well as Bachelor in Library Science, Bachelor in Library and Information Science as well as MLib in the recruitment of librarians in the state polytechnic institutes of the state. This will provide employment opportunities to the talented youth of the state. Along with this, eligible candidates will also be available to the department. The Cabinet approved the Subordinate Audit Service Cadre Integration (Amendment) Rules, 2024 under the Directorate of Audit. The revised rules now also include Senior Auditor Grade-I working in the public corporations, authorities, boards of the state.
Approval to 17 posts in UK Spice
The Cabinet gave the green signal to the amendment in the Uttarakhand Higher Judicial Service Rules, 2004. Some sections have been deleted in the revised rules. The cabinet has decided that the state government will translate the syllabus of the Higher Judicial Service Examination with the recommendation of the High Court. The cabinet approved 17 posts in Uttarakhand Society for Promotion of Investment Startup and Entrepreneurship (UK Spice). In this society under the Micro, Small and Medium Enterprises Department, one post each of Chief Executive Officer and Joint Chief Executive Officer are ex-officio.
Now a maximum of Rs 5 lakh will be deposited in GPF
The cabinet agreed to amend the Uttarakhand General Provident Fund Rules, 2006. According to the amendment, now only a maximum of Rs 5 lakh will be allowed to be deposited in GPF annually. On receipt of this amount in a financial year, the deduction of GPF contribution will be stopped. In this, the minimum contribution limit will be considered relaxed.
