The ad-hoc employees who were dismissed from the Assembly Secretariat have not been able to get relief even from the Supreme Court. His Special Grace Petition (SLP) was dismissed by the Supreme Court.
Assembly Speaker Ritu Khanduri Bhushan said that the Supreme Court, after hearing both the sides, dismissed the SLP in just one and a half minutes of hearing. Welcoming the decision of the court, he has expressed his gratitude. After the issue of irregularities in the ad-hoc recruitments in the Vidhan Sabha Secretariat, Assembly Speaker Ritu Khanduri Bhushan constituted an inquiry committee under the chairmanship of retired IAS DK Kotia.
Following the report of the committee, the services of 228 employees appointed on an ad hoc basis in the Vidhansabha Secretariat from 2016 to 2021 were terminated. The sacked employees challenged this decision of the Assembly Speaker in the Nainital High Court, but they could not get any relief.
Later, SLP was filed in the Supreme Court on behalf of the ad hoc workers appointed in the year 2021 who were removed. The SLP came up for hearing on Friday. In this, advocates Amit Tiwari and Arjun Garg lobbied on behalf of the assembly.
Recruitment will be done through the commission:
In order to have transparency in future appointments in the Vidhansabha Secretariat, the Vidhansabha Speaker has taken the initiative to amend the service rules.
Under this, it was proposed that all the vacant posts of direct recruitment in the Vidhansabha should be filled through Uttarakhand State Public Service Commission and Subordinate Services Selection Commission. While agreeing to the service manual, the government sent this proposal to the Vidhansabha with some amendments.
A proposal has also been made in the amended rules to make the legislative department again as an administrative department of the assembly. The Speaker told that now this proposal will be sent to the government. The cabinet will take a decision in this regard.
