In the last days of the current financial year 2022-23, which is moving towards the end, the departments trying to fix the budget will be tightened. Parking of the budget or making a bank draft and sitting on the money horoscope will be considered as financial indiscipline.
Action will be taken against the concerned officers and personnel considering them guilty. Finance Additional Chief Secretary Anand Bardhan has issued orders in this regard to all Additional Chief Secretaries, Principal Secretaries, Heads of Departments, Divisional Commissioners and District Magistrates.
Additional Chief Secretary Finance Anand Bardhan has taken a strict stand regarding budget approval and expenditure in the last days of the current financial year. A warning has been issued not to be lax in the withdrawal distribution work due to the use of the budget and the system of e-payment being implemented in the treasuries and sub-treasuries of the state.
He has instructed the departments not to issue all financial approvals after March 15. Centrally funded schemes, externally aided schemes, central scheme under capital assistance, special planned assistance and works related to G-20 meeting have been excluded from this compulsion.
In view of the e-payment system implemented in the treasuries and sub-treasuries, the drawing distribution officers have been instructed to present all the bills in the treasuries by March 20. Bills have to be prepared online. Treasuries will not accept manual bills. Extension has been given till March 25 to scrutinize the bills. The transaction file for e-payment will also have to be uploaded and approved by March 28.
The government has made it clear that before March 31, e-bills should be paid after checking e-transactions. The Additional Chief Secretary said that if the budget amount is not withdrawn on time or due to non-compliance of instructions, the concerned officers will be responsible.
