The Act was made after a long wait of 13 years for 10 percent horizontal reservation in jobs to the state agitators and their dependents, but even after two months of the formation of the Act, dependent certificates are not being made. Due to which thousands of state agitator dependents are not able to apply for jobs in various government departments. The wish of horizontal reservation in government jobs of the state agitators has been fulfilled in the Dhami government. With the issuance of notification on 21 August 2024, the services of the agitators involved in government service since 2004 got validity. At the same time, the way was opened for 10 percent horizontal reservation in jobs to the state agitators and their dependents, but since the formation of the Act, dependent certificates of state agitator dependents are not being issued. Due to which a large number of dependents are not getting the benefit of the Act. According to state agitator Ravindra Jugran, even after the formation of the Act, more than seven thousand agitator dependents are deprived of the benefit of 10 percent horizontal reservation in jobs. In 2004, there was a government order for 10 percent horizontal reservation in jobs to state agitators and dependents in the state. On the basis of the government order, about 1,700 agitators got into government service. But after challenging this government order in the High Court in 2011-12, the state agitators and their dependents were not able to get the benefit of this government order in the job. Its act was made in the Dhami government.
They have to get the benefit
The wife or husband, son and daughter of the identified agitators as well as married, widow, abandoned by husband, divorced daughter have to get the benefit of reservation in jobs as dependents.
What happened when
– In the year 2016, in the Harish Rawat government, the cabinet passed the bill to give legal form to the reservation and sent it to the Raj Bhavan.
– In the year 2021, CM Dhami, in his first term, passed the proposal from the cabinet and informed the Raj Bhavan about the issue of reservation.
-In the year 2022, the bill was sent back from the Raj Bhavan with some objections.
-In September 2023, the government of Pushkar Singh Dhami introduced the bill in the House.
-On February 6, 2024, the bill was again sent to the Raj Bhavan with some amendments.
-Notification regarding reservation was issued on 21 August 2024.
