After making the Uniform Civil Code (UCC) law first in the country, now the Dhami government of Uttarakhand is preparing to implement it. UCC law may be implemented in the state by the end of October. More than 50 percent of the work of drafting the UCC rules has been done and the work of making the rules will be completed in the next two and a half months, but it will take some more time to implement it because it will require training of employees at the panchayat and body level. The Home Department has been instructed to prepare a training program in this regard. Under the Act, there will also be an online facility for registration for marriage and live-in. For this, 70 percent of the work of creating a website and portal has been completed. The work of making the UCC rules is being done by a nine-member committee constituted under the chairmanship of former Chief Secretary Shatrughan Singh. This task was given to the committee in the second week of February. Since then, the committee has prepared half of the rules and now it will take hardly two and a half months for the committee to complete this work. According to the committee chairman Shatrughan Singh, the committee is preparing the draft rules and is working on the technical aspects of implementing it.
Mobile app for virtual registration of marriage, live-in
According to the committee chairman Shatrughan Singh, under the Act, registration has been made mandatory for those living in marriage and live-in. It can also be done online. For this, the work of creating a website and portal is going on at a fast pace. ITDA has completed 70 percent of the work. A mobile application is also being prepared to provide the facility of registration from home through smart phone.
It will be implemented after training
Under the UCC law, there will be a provision for registration through panchayats and municipal bodies in rural and urban areas. For this, the employees posted at the panchayat and body level will be given training regarding the UCC Act and its rules. In this regard, the Home Department has been requested to prepare a training program. Efforts are being made to prepare the draft of the rules of the UCC law in the next two and a half months, but before implementing it, it is necessary to train the employees of the bodies and panchayats. A request has been made to the Home Secretary in this regard. The training program will take at least one and a half to two months. In such a situation, the rules can be prepared and implemented by the month of October.
