CM Dhami said – Officers should get out of the affair of your file, my file, as will be the reward

Chief Minister Pushkar Singh Dhami said that the officers will have to change their way of working. They will have to come out of the cycle of this your file and my file. Departments have to shun the tendency of shifting responsibility on each other. While filling the ACR, it will now be seen whether the task assigned to the officer has been completed or not. Whatever is the work, so will be the reward. This system will be implemented from this year itself.
The Chief Minister was speaking at the inauguration of the three-day strong Uttarakhand @ 25 Chintan Shivir organized at the Lal Bahadur Shastri National Academy of Administration, Mussoorie on Tuesday. Addressing the IAS, IPS and IFS officers, the CM said that God has made you very special. IAS is the largest administrative service in the country.
The Chief Minister said that he has given the mantra of simplification. Here we have to think how many departments simplified the work. The solution has to be found by simplifying the procedures. He said that the entire government is here today. This has to be contemplated in these three days.
We have to make a habit of doing best practice. For this, one has to get out of the ten to five culture. He said that there is a general perception that development plans are made keeping Dehradun at the center, we have to change this perception of the people. For this, hilly districts will have to be included in the development blueprint.
He taught the lesson of good governance to the officers in very simple language. CM said that it is seen that many officers do not forward the file properly. This is not an ideal situation. Sometimes we do not take decisions from our own level. While moving from below, the file sometimes reaches the CM’s office. Everyone has only one comment on this that sent for higher approval. While the need is that we should also write our decision on it.
The Chief Minister said that we have to work on the mantra of simplification, solution and satisfaction. Our focus should be on the solution. At the time of filling the ACR, it should be noted whether the given task was completed or not. We will start this work from this year itself. He said that in these three days, along with thinking, we also have to worry about the development of the state.

I take feedback directly from the public:
The Chief Minister said that all the officers of Uttarakhand do good work. He takes its feedback directly from the public. He said that since a few days I have made it a habit that while visiting the districts, I talk to people from 6 am to 8 am and take their feedback and during this time I keep getting to know about everyone.

Here’s how to do better than Himachal in gardening:
The CM said that plans should be made for the districts whose contribution to the state’s GDP is less. Presently the Central Government, Policy Commission etc. are all ready to cooperate with Uttarakhand. Himachal and our climate are very similar. We have to brainstorm how Himachal is doing better than us in the field of horticulture. Our situation is better than Himachal and how can we increase horticulture.

Work of anyone’s time, responsibility will have to be taken:
The Chief Minister said that in the coming days, Dehradun and surrounding areas will become more inhabited than before. We have to develop facilities accordingly. Complaints regarding Smart City have to be resolved. Nothing is going to happen by the year 2025 just by talking about the best state, but we have to show it by doing it.

New townships will be formed, the income of local bodies will also be increased: Additional Chief Secretary Anand Bardhan:
New townships are being developed to reduce the burden of increasing population on the cities of the state, while on the other hand, work is also being done to increase the income of local bodies. Additional Chief Secretary Anand Bardhan gave his views on urban development. He gave information on developing new townships and affordable housing under the future requirement. The officers also gave their suggestions on this. Navneet Pandey, Director, Urban Development Department, gave his presentation on Solid Waste Management and increasing the revenue of municipal bodies. Secretary Information and Technology Shailesh Bagoli said on technology enabled service delivery that our effort is to make things easier for the common man. He said that ITDA has an important role in this work.
