The Select Committee of the Assembly formed to amend the bill related to giving 10 percent horizontal reservation in state services to Uttarakhand state construction agitators and their dependents will soon finalize the draft related to it. In the second meeting of the Select Committee constituted under the chairmanship of Parliamentary Affairs Minister Premchand Aggarwal on Wednesday, there was an in-depth discussion on issues related to reservation. Also suggestions were taken from the members. According to committee chairman Aggarwal, whatever decision the committee takes will be in the interest of the state agitators.
Discussion on giving 10 percent horizontal reservation
A bill was introduced by the government in the monsoon session of the Assembly to provide 10 percent horizontal reservation to the agitators and their dependents. Then the MLAs from both the ruling party and the opposition had described the bill as incomplete and said that many subjects needed to be included in it. After this, it was unanimously decided to hand over this subject to the Select Committee of the Assembly. In view of the amendment in this bill, the committee will prepare a draft after discussing all the aspects and submit it to the Speaker of the Assembly. The first meeting of the committee was held on 18 September. Instructions were given to the officials to examine the suggestions received on legal basis.
Second meeting called on October 9
A second meeting was called on October 9, but the opposition MLAs who were members of the committee were not present. As a result it was postponed. This meeting was held in the auditorium of the Assembly building on Wednesday, in which information about the suggestions received in the previous meeting and the legal status regarding them was taken. Besides, suggestions were also taken from the members. Committee members MLA Vinod Chamoli, Munna Singh Chauhan, Umesh Sharma Kau, Bhuvan Chandra Kapri, Mohammad Shahzad were present in the meeting chaired by committee chairman Premchand Aggarwal. One member MLA Manoj Tiwari could not reach the meeting.
There will be brainstorming on all aspects
Later, while talking to the media, Committee Chairman and Parliamentary Affairs Minister Aggarwal said that the committee is seriously deliberating on all aspects related to the subject. Now its draft is being brought to its final stage. There will be another meeting of the committee, in which it will be finalized.
He said that this subject was assigned to the Select Committee in order to ensure that there is no legal difficulty in the future on the subject related to horizontal reservation. He said that when it gets its final approval, efforts will be made to ensure that there is no room for ifs and buts in it.
