The Model Code of Conduct in the state has become ineffective due to the Lok Sabha elections. The Election Commission of India has issued a notification in this regard. It has been clarified that the Model Code of Conduct will be effective only in those states where MLC elections or by-elections are proposed. As soon as the code of conduct for the Lok Sabha elections ended in Uttarakhand, the work of the state government has started gaining momentum. The effect of the code of conduct being in force for about two and a half months was being felt on the development schemes and the work of the departments. On Thursday, Additional Chief Secretary Anand Bardhan held a review meeting and asked to speed up the implementation of departmental schemes. He instructed to do as much work as possible in government offices through e-office only.
In a meeting with various departments in the Secretariat, Additional Chief Secretary Anand Bardhan stressed on the speedy completion of the government’s priority schemes. He said that the target is to provide helicopter service for air connectivity in all the districts. In the meeting, departmental officials told that work is being done rapidly in this direction. Air services should be started in places important from the point of view of tourism.
Estimate of 15 suspension bridges ready
Regarding unsafe bridges, it was told in the meeting that 94 such bridges have been identified in the state. Out of these, 34 bridges have been renovated. The work of renovation or renewal of the remaining bridges will be done soon. Estimate of 15 suspension bridges has been prepared. DPR of the remaining will be submitted within four months. All the crash barriers identified in the state will be completed this year.
Schools will get furniture soon
In the meeting, officials of the Education Department said that furniture will be supplied to the schools soon. The budget has been approved. Regarding the installation of solar plants in government schools, it was informed that 12 MW solar plants have been installed in the year 2022-23. This year a target has been set to install 15.5 MW solar plants in 2074 schools. The Additional Chief Secretary directed to identify other schools with the possibility of solar plants and provide an action plan in this regard.
Complete digitization of land records in two years
The Additional Chief Secretary said that a meeting will be held under the chairmanship of the Chief Secretary to expedite the work of e-office in government offices. It was told that phased digitization of land records and other government records is in progress. It will be completed in a period of two years. Instructions were given for bio fencing saturation in a phased manner under the Agriculture, Horticulture and Forest Department. He asked to provide details of the trees and plants to be planted for bio fencing.
250 Panchayat Bhawans will be built this year
He said that the work of setting up self-employment centers should be done speedily. In this regard, the officials said that 13 Seva Yojana centers of the state are also being developed as self-employment centers. Facilities like library, video conferencing will be provided in these centers. Panchayat Raj officials said that the target is to build 250 Panchayat buildings this year. The Additional Chief Secretary directed to prepare an action plan for this. In the meeting, the works of establishment and strengthening of libraries, establishment of science and innovation centers, establishment of indoor and open stadiums, establishment of auditoriums or culture centers in district headquarters were also reviewed. On this occasion, Secretary SN Pandey, Vinod Kumar Suman, Additional Secretary C Ravi Shankar, Ranjana Rajguru and officials of various departments were present.
