The Vidhan Sabha Bhawan complex located at Bhararisain in summer capital Gairsain is now buzzing after a long wait of 16 months. The monsoon session of the Assembly has started here from Wednesday. The monsoon session of the Assembly began on Wednesday at 11 am in the summer capital Gairsain with paying tribute to late MLA Shailarani Rawat and former MLA Kailash Gahtori. Before the session, Chief Minister Pushkar Singh Dhami made a courtesy call on Assembly Speaker Ritu Khanduri Bhushan. Although the duration of the session is three days, during this time the government will present a supplementary budget of about five thousand crores, half a dozen bills including Uttarakhand Public and Private Property Damage Recovery in the House. The MLAs have put 490 questions for the session.
A dharna was held in Gairsain under the leadership of former Chief Minister Harish Rawat regarding the permanent capital. More than 50 protesters marching towards the assembly demanding implementation of Domicile and Land Law were stopped by the police at Kalimati barrier. Meanwhile, a fierce clash was witnessed between the protesters and the police. After a struggle and jostling that lasted for about 1 hour, the protesters managed to move ahead under the leadership of Central Coordinator Mohit Dimri. But they were not allowed to proceed beyond the Diwalikhal barrier. During this, the protesters raised slogans against the government and the police administration.
Amidst the huge uproar, many protesters including Bhuvan Kathait lay down on the road, due to which they were stopped from proceeding beyond the Diwalikhal barrier and a memorandum was sent to the Chief Minister through ADM Rudraprayag.
The session is likely to be tumultuous
The opposition Congress has arrows of law and order, disaster, unemployment and other issues in its quiver to corner the government. The ruling party has also geared up to respond to the attacks of the opposition. In this scenario, the session is likely to be tumultuous. The budget session was held in Gairsain in March last year. Although, it was decided to hold the budget session there this year too, but later on the request of the ruling and opposition MLAs, the session was held in Dehradun itself. After a long wait, the monsoon session of the assembly is going to start in Gairsain from Wednesday. All preparations have been completed for the session. Supplementary budget will be presented in the session, which has been approved by the cabinet. Apart from this, Public and Private Property Damage Recovery Bill and Nagar Palika Act and Municipal Corporation Act Amendment Bill will also be presented. The previous government had brought ordinances regarding these three, which will now be placed in the House as a bill. Some other bills including the establishment of Sports University in Haldwani will also be presented in the House.
