Taking initiative, Uttarakhand has set up State Institute for Empowering and Transforming Uttarakhand (SETU) like NITI Aayog. After the approval of the Governor, the Planning Department has issued its notification. With this, the State Planning Commission has been abolished. All the cells operating under the planning department will be accommodated in the bridge. Its structure will be of three-tier. Policy bodies, administrative bodies and expert and technical bodies have been created under the framework. The Chief Minister will be the chairman of the policy body.
By setting up a bridge in the state, the government has taken steps towards a quality action plan by making proper use of the schemes of the Centre, the policy of good governance and evidence-based planning ie data. From better budget planning to effective implementation of policies and keeping good governance at the center, priority will be given to benefit the common man. In the presence of Chief Minister Pushkar Singh Dhami, the decision to set up the bridge was taken in the Chintan Shivir of senior bureaucrats in Mussoorie last November. The cabinet has given green signal to the formation of the bridge on May 3.
Planning Secretary R Meenakshi Sundaram issued a notification in this regard. Three centers will be formed under the institution. Economic and Social Development Center, Public Policy and Good Governance Center and Evidence-based Planning Center will be set up in these. In these three centres, two each i.e. a total of six counselors will be appointed. In the organizational structure of Setu, the chief minister will be the chairman and the planning minister will be the vice-chairman of the strategic body.
At present, the responsibility of the planning department is also with the Chief Minister. In such a situation, the responsibility of the Vice President will be handed over to another member of the cabinet. All ministers will be its members. Chief Secretary, all Additional Chief Secretaries and Principal Secretaries, Agricultural Production Commissioner, Infrastructure Development Commissioner, Principal Secretary or Secretary Finance will be its full time members and Secretary Planning will be member secretary. \\B\\B
CEO and advisor will be hired from outside:
The member secretary of the administrative body will be the secretary planning. Additional Secretary Planning will be ex-officio member. Director coordination and convergence will also be included in this. The planning minister or the nominated minister will be the vice-chairman of the expert and technical body. The Chief Executive Officer will be appointed from the open market. The honorarium of this post is four lakh rupees per month. Six consultants will be appointed from outsource or open market.
An honorarium of Rs 4 lakh per month has also been fixed for them. Additional Chief Executive Officer will be appointed by deputation. Six posts of Domain Lead and 12 posts of Project Research Associate will also be appointed from the open market or outsourced. Their honorarium will be Rs 2.50 lakh, Rs one lakh per month respectively. Outsourced interns will also be hired at an amount of Rs 10,000. Their number will be maximum 20.
These six cells will be part of the bridge:
Asset Monetization, Externally Aided Finance, Government of India Budget, Budget Planning, Government of India Communication and Expenditure Finance.
Seven cells of the planning department will be accommodated in the bridge:
CPPGG (Public Planning & Good Governance Cell), PPP, Asset Monetization, TAC, EFC, GIS, Himalayan Cell. It was also said in the mandate that till the bridge becomes functional, the State Planning Commission and all these cells will continue to function as usual.
