
The Transport Department has made it mandatory for traders who buy and sell old vehicles (two wheelers, cars or other vehicles) to register in the RTO office. Dealers will not be able to trade in old vehicles without obtaining authorization certificate.
After the notification issued by the Central Government in December-2022, this rule was to be implemented from April 1, but the vehicle dealers of Uttarakhand did not register.
Action will start from September 1:
Now RTO (Administration) Sunil Sharma has given a final warning to all the vehicle dealers to register one month. Not only will action be taken against the vehicle dealer by running a campaign from September 1, but the numbers of all the old vehicles parked in his premises will be black-listed in the software of the RTO office.
Its notification was issued by the Central Government on 22 December-2022. In which the states were asked to implement it at their own level. Uttarakhand Transport Headquarters had also sent letters to all RTOs on December 30, ordering them to comply, but this rule could not be implemented within the stipulated time limit.
Now, on the orders of the Headquarters, Dehradun RTO Sunil Sharma has given orders to the ARTOs of Rishikesh, Vikasnagar, Haridwar, Roorkee, Tehri and Uttarkashi in all the cities of Doon division including Dehradun city to comply with it. Under this rule, the responsibilities of the dealer including the process of intimation of delivery of the vehicle between the registered vehicle owner and the vehicle dealer have been explained in detail.
Let us tell you that the old bike-scooty and car market has established itself in cities like Doon city, Haridwar, Roorkee, Rishikesh and Vikasnagar. Car markets were decorated from the main road to the streets. There are also online markets for buying and selling used vehicles.
According to the notification, now the vehicle dealers have been empowered to apply for renewal of registration certificate, renewal of fitness certificate, duplicate registration certificate, NOC and transfer of ownership of vehicles in their possession.
After handing over the vehicle to the concerned dealer, the vehicle owner will have to send Form-29 (C), which will have the signatures of the vehicle owner and the dealer, to the Vehicle Registration Officer through the portal. After taking and selling the vehicle, the dealer will have to give this information to the Transport Department.
How to get authorization certificate:
The RTO said that the vehicle dealer will have to apply in Form-29 (a) on the vehicle portal linked to the Transport Department to get the authorization certificate. In this, the dealer will have to provide his name, address, place of business, mobile number, PAN number, GST number and email-id. In this, a fee of Rs 25 thousand will be deposited online. Transport Tax Officer Pragya Pant has been made the nodal officer for this in the RTO office. Work related to this will be done in room number-21.
Fraud will be curbed:
The authorization certificate will help in identifying the dealers and intermediaries of the registered vehicles. Apart from this, the possibility of fraud in the purchase and sale of such vehicles will also reduce. On Friday, RTO Sharma also held a meeting with about two dozen vehicle dealers at the RTO office and informed them about the new rule.
