
In the year 2015-16, the Govind Ballabh Pant University of Agriculture and Technology, Pantnagar, had conducted the direct recruitment examination for 339 posts of Inspector in the then Harish Rawat government of the Congress.
20 constables suspended on the basis of preliminary investigation report:
Additional Director General of Police V. Murugesan said that on the basis of the preliminary inquiry report, 20 constables have been suspended. Vigilance had filed a case in this episode in September-2022.
In the same, the accused of cheating can be made co-accused. At present, all these inspectors were posted at police stations in different districts of the state. Among them, one Raj Narayan Vyas was on the top second position in the constable recruitment.
The matter of rigging in the constable recruitment that took place eight years ago came into limelight when cheating and transactions were unearthed in various recruitment examinations conducted by the Uttarakhand Subordinate Services Selection Commission (UKSSSE) last year.
At that time, when the Special Task Force of the police arrested Hakam Singh Rawat, district panchayat member and BJP leader of copycat mafia, Uttarkashi and his aide Kendrapal, he also confessed to the scam in the recruitment of inspector in the year 2015-16.
After the question was raised on the recruitment of the police department, Director General of Police Ashok Kumar sent a letter to the government on 26 August-2022, recommending an independent agency to investigate the allegations of scams in the recruitment of inspectors. Chief Minister Pushkar Singh Dhami gave permission to investigate the matter through vigilance enquiry.

In the inspector recruitment scam, former administrative officer of Pantnagar University Dinesh Chandra Joshi and another officer Narendra Singh Jadaun, along with the leader of copy mafia syndicate Hakam Singh Rawat, Chandan Manral, Kendrapal, mastermind Sadiq Musa, Rajesh Kumar Jaiswal, Sanjit Kumar Chauhan, Rajesh Pal, Rajesh Chauhan, Vipin Bihari and Nitish Gupta have been made accused. STF has arrested all of them in the past on charges of cheating in other recruitment examinations. Currently all of them are in jail.
210 constables were made from Garhwal, 129 from Kumaon:
339 youths had passed in the constable recruitment exam. In which there were 210 candidates from Garhwal division, while 129 from Kumaon division. Out of these, 40 to 45 constables are suspected to have passed by paying a hefty amount. Vigilance is checking everyone’s horoscope.
These constables were suspended:
Deployment District Dehradun: Omveer Singh, Pravesh Rawat, Raj Narayan Vyas, Jainendra Rana and Nikhilesh Bisht.
Deployment District Udham Singh Nagar: Deepak Kaushik, Arjun Singh, Bina Papola, Jagat Singh Shahi, Harish Mahar, Lokesh and Santoshi.
Posting District Nainital: Neeraj Chauhan, Aarti Pokhriyal Nainital (Notification), Prema Korma and Bhavna Bisht.

The vigilance team is probing the complaint of irregularities in the direct recruitment of sub inspectors for the year 2015-16. Based on the investigation conducted so far, 20 constables found suspicious have been suspended. The final decision on his arrest will be taken only after the completion of the investigation.

On receipt of complaint of irregularities in direct recruitment of sub-inspectors in the year 2015-16, its investigation was handed over to Vigilance. Based on the investigation so far, 20 sub-inspectors found suspicious have been suspended till the completion of the investigation. Our government is committed to good governance. The trouble makers will not be spared at any cost. Irregularities in recruitment will not be tolerated at all. Soon the country’s strictest anti-copying law will be enacted. Every effort is being made to make the recruitment process transparent.
