The meeting of the Pushkar Singh Dhami cabinet of Uttarakhand will be held at the secretariat from 11 am on Tuesday. Decisions will be taken in the meeting after brainstorming on subjects related to transport, finance, revenue, agriculture, disaster management. Proposals related to various departments presented at Chintan Shivir in Mussoorie can also be stamped.
Proposal to give authority to enforcement supervisor may come in the cabinet
On the other hand, enforcement constables will now play an important role in road safety. The Transport Department is now preparing to give enforcement constables the right to issue challans for violating traffic rules. A proposal has been prepared in this regard. Soon it will be presented before the cabinet for approval.
The state government has changed the structure of enforcement supervisors some time ago. Now, apart from enforcement constables and enforcement supervisors, the post of senior enforcement supervisor or enforcement supervisor has been created in this cadre. The government has recently approved the rules related to their promotion and punishment. Accordingly, promotion has also been given to the personnel of enforcement cadre in November this year.
Now these personnel have to be fielded. In fact, the department is planning to deploy enforcement squads up to the block level. In this episode, 21 squads are to be formed in the first phase. The department has also bought motorcycles for them. The advantage of sending these squads to the field is only when they have the rights of challan.
At present, the rights of challan are limited to the officers of the level of Transport Tax Officer. In view of this, the Transport Headquarters has prepared a manual to empower senior enforcement supervisors to issue challans for violation of ordinary offences. In this, it is proposed to give them the right to fine in cases of high speed, triple riding, seat belt, red line jumping, overloading etc.
Joint Commissioner Transport SK Singh says that its proposal has been sent to the government. It is expected to be approved soon.
