
On the second day of the assembly session in the summer capital, on Thursday, the state government presented the first supplementary budget of 5013.05 crores for the financial year 2024-25 in the House. In the supplementary, the Pushkar Singh Dhami government opened the budget bundle for rescue and relief operations and reconstruction works, urban development, education, health in the disaster-hit areas during the rainy season. Like the annual budget, the poor, youth, Annadaata and Nari i.e. Gyan (GYAN) have also got priority in the supplementary demands. A huge amount of 130 crores will be spent on the development of Vibrant Village i.e. border villages. By arranging an amount of Rs 748.40 crore for major construction works, the government also made it clear that infrastructure development is its top priority. Provision of Rs 1256.16 crore on capital side
On the second day of the assembly session in Bharadisain, after lunch break, Finance Minister Premchand Agarwal presented the first supplementary demands of the current financial year in the House. He said that in the supplementary budget, provision of Rs 3756.89 crore has been made on the revenue side and Rs 1256.16 crore on the capital side. A provision of Rs 1531.65 crore has been made for centrally funded schemes and Rs 273.17 crore for externally aided schemes. Schemes dedicated to public welfare have got more emphasis in the budget. Under disaster management, Rs 718.40 crore has been given in SDRF head, Rs 218.60 crore under SDMF, Rs 20 crore has been given to the District Magistrates for reconstruction of assets damaged by disaster.
The dream of educational institutions to have their own buildings will be fulfilled
In the supplementary demands, an amount of Rs 698 crore will be spent under holistic education. The Finance Minister said that large construction works are the priority of the government. 50 crores have been allocated for the development of Tehri lake, 40 crores for NABARD funded minor irrigation scheme, 32 crores for construction of Gau Sadans, 25 crores for construction of residential and non-residential buildings of State Property Department. The government has given priority to fulfilling the dream of educational institutions to have their own buildings. 14 crores have been allocated for the buildings under construction of government colleges, 10 crores for purchase of land or building construction for polytechnics and 25 crores for establishment of nursing colleges.
Money shower on urban development before civic elections
Money shower has been showered on urban development in the supplementary budget before civic elections. More than 528 crores can be spent under housing and urban development. An arrangement of Rs 192 crore has been made for strengthening of urban infrastructure and externally aided schemes. A provision of Rs 96.76 crore has been made for construction of houses for economically weaker sections, Rs 69 crore for construction of Unity Mall or Plaza, and Rs 120 crore for ring fencing on the directions of NGT for sewerage management works.
Rs 45.92 crore for empowerment of local bodies, Rs 4 crore for Swachh Bharat Mission Phase-I, Rs 1 crore for Uttarakhand Urban Local Body Reform Incentive Fund, Rs 50 lakh for refund of money deposited for freeholding Nazul land have been included in the supplementary demands.
