The state government has taken steps towards creating employment opportunities in government services for medal winners and players participating in international and national level sports in the state. In this context, the government presented the Uttarakhand Public Service (Horizontal Reservation for Skilled Sportspersons) Bill 2024 in the Assembly. In this bill, it has been clarified that the scope of public services includes government departments, co-operative societies, boards or corporations, legal bodies under government control, educational institutions under government control and universities.
A skilled player will be considered as a citizen whose original domicile is in Uttarakhand, but he has not obtained any permanent domicile certificate from anywhere else. Such players, whose original domicile is not in Uttarakhand, but have obtained the certificate of permanent domicile in Uttarakhand under the year 2001 or any government order issued at that time, will come under this scope. It has been clarified in the bill that medal winners or players participating in the Olympic Games will be given reservation in posts at level 10 or below. Players who have won or participated in the World Cup, World Championship or Asian Games will get reservation on posts at level eight or below.
Medal winners or participants in Commonwealth Games or Asian Championships will be given reservation in posts at level seven or below. Medal winners or participants in Commonwealth Championships and International University Games will get reservation in posts at level six or below. Medal winners of National Games, Championships organized by recognized National Sports Associations, All India University Games or Khelo India Youth Games will be given reservation in posts at level five or below.
